Introduction
The strongest lesson from the U.S. Department of Defense’s FY2024 UAP reporting is not that large numbers of incidents remain mysterious. It is that many remain unresolved because investigators do not have enough usable information to analyse them. The All-domain Anomaly Resolution Office (AARO) received 757 reports during the reporting period, yet the majority of its unresolved holdings were tied to missing, incomplete, delayed, or otherwise non-actionable data rather than confirmed anomalous behaviour. This distinction matters. A case can remain open for several different reasons:
- The observation may come from only one sensor.
- Video may exist without corresponding radar information.
- Radar tracks may exist without optical confirmation.
- Metadata such as location, altitude, timing, or sensor configuration may be missing.

- The available imagery may be too compressed, too brief, or too poorly calibrated for reliable analysis.

The logic behind the system follows directly from the case numbers.
Traditional UAP investigations often begin after an observation has already occurred. Investigators must then search for fragments of evidence scattered across different organisations, sensors, and reporting channels. By the time analysis begins, crucial records may be unavailable or incomplete.
GREMLIN reverses that sequence. Instead of waiting for a report and then hunting for evidence, it continuously gathers synchronised measurements from multiple sensors. The goal is to ensure that when an unusual event occurs, investigators already possess:
- Radar tracks.
- Electro-optical and infrared imagery.
- Timing information.
- Radio-frequency observations.
- Aircraft tracking data.
- Environmental context.
When multiple data streams are collected simultaneously, investigators can compare them against one another and eliminate many common sources of ambiguity.
