Introduction

The strongest lesson from the U.S. Department of Defense’s FY2024 UAP reporting is not that large numbers of incidents remain mysterious. It is that many remain unresolved because investigators do not have enough usable information to analyse them. The All-domain Anomaly Resolution Office (AARO) received 757 reports during the reporting period, yet the majority of its unresolved holdings were tied to missing, incomplete, delayed, or otherwise non-actionable data rather than confirmed anomalous behaviour. The FY2024 numbers therefore provide a concrete justification for systems such as GREMLIN: automated, instrumented sensor networks designed to collect better evidence at the moment an event occurs rather than reconstructing it afterwards. Case Gaps illustration 1 For the broader field of automated instrumented UFO detectors, the report is significant because it frames the central challenge as a data-collection problem. The bottleneck is often not explanation but measurement.

What the FY2024 resolved and unresolved totals show

The FY2024 report covered 757 UAP reports received by AARO. Of those, 118 had already been resolved by the time of publication, while another 174 were assessed as likely explainable and were moving through closure and review processes. The resolved cases were attributed to ordinary causes such as balloons, birds, drones, satellites, and conventional aircraft. The more revealing figure is the large group that could not yet be fully analysed. AARO reported that 444 cases lacked sufficient information and were placed into an “active archive” pending additional data. These are not cases classified as extraordinary; they are cases where investigators could not reach a confident conclusion because the evidentiary record was too thin. [Stars and Stripes+2CBS News]stripes.comufos pentagon aliens 15848893Stars and StripesNo evidence of aliens, but 21 cases need 'further analysis…14 Nov 2024 — According to this year's report, another 444…

A much smaller subset—21 cases—was identified as warranting further analysis because of reported characteristics that appeared unusual or anomalous. Even here, AARO did not present evidence of extraterrestrial technology or breakthrough aerospace systems. Instead, these cases remained under investigation because available information did not yet support a definitive explanation. The distribution is telling:

  • Hundreds of reports were explainable when adequate information existed.
  • Hundreds more remained unresolved because information was inadequate.
  • Only a small fraction were considered sufficiently unusual to merit intensive follow-up.

That pattern suggests that data quality is a larger driver of unresolved cases than the presence of genuinely exotic phenomena. Why missing actionable data keeps cases open

AARO stated directly that most unresolved holdings remain unresolved because investigators lack the data needed for meaningful analysis. The report notes that, without sufficient actionable information, cases cannot be researched effectively. It further states that AARO’s ability to resolve reports remains constrained by the absence of timely and actionable sensor data. This distinction matters. A case can remain open for several different reasons:

  • The observation may come from only one sensor.
  • Video may exist without corresponding radar information.
  • Radar tracks may exist without optical confirmation.
  • Metadata such as location, altitude, timing, or sensor configuration may be missing.
  • Reporting may occur long after the event, preventing retrieval of supporting records.
  • The available imagery may be too compressed, too brief, or too poorly calibrated for reliable analysis.

In each scenario, investigators face an evidence problem rather than an explanation problem. The inability to determine what something was does not necessarily indicate that the object displayed extraordinary behaviour. It may simply mean that key measurements were never collected. The FY2024 statistics reinforce this interpretation. Hundreds of reports entered the active archive not because they defeated analysis, but because there was insufficient material to perform the analysis in the first place. The active archive is a data repository, not a mystery category

One common misunderstanding is to treat unresolved UAP cases as a collection of unexplained events. The FY2024 report presents a more nuanced picture.

The active archive functions largely as a holding area for cases that may become analysable if additional information emerges later. Archived reports can be revisited when new sensor records, intelligence information, or corroborating observations become available. In other words, unresolved status often reflects an incomplete evidentiary chain rather than a confirmed anomaly. This distinction helps explain why some cases migrate from unresolved to resolved over time. As additional context appears, previously ambiguous observations can be identified as ordinary aircraft, balloons, birds, drones, or other prosaic objects. How planned collection could reduce the active archive

The FY2024 report connects the data-gap problem directly to GREMLIN, AARO’s prototype sensor collection system. AARO reported that GREMLIN successfully gathered data during a March 2024 test event and is intended for longer-duration pattern-of-life monitoring at a national security location. [U.S. Department of War]media.defense.govFY24 CONSOLIDATED ANNUAL REPORT ON UAP 508Department of WarFiscal Year 2024 Consolidated Annual Report on…November 14, 2024 — 14 Nov 2024 — Without sufficient actionable data…Published: November 14, 2024

The logic behind the system follows directly from the case numbers.

Traditional UAP investigations often begin after an observation has already occurred. Investigators must then search for fragments of evidence scattered across different organisations, sensors, and reporting channels. By the time analysis begins, crucial records may be unavailable or incomplete.

GREMLIN reverses that sequence. Instead of waiting for a report and then hunting for evidence, it continuously gathers synchronised measurements from multiple sensors. The goal is to ensure that when an unusual event occurs, investigators already possess:

  • Radar tracks.
  • Electro-optical and infrared imagery.
  • Timing information.
  • Radio-frequency observations.
  • Aircraft tracking data.
  • Environmental context.

When multiple data streams are collected simultaneously, investigators can compare them against one another and eliminate many common sources of ambiguity. A radar contact can be checked against optical imagery. An infrared target can be compared with aircraft tracking information. Apparent motion can be evaluated against sensor geometry.

For automated instrumented UFO detectors, this is the most important implication of the FY2024 numbers. The report does not show a growing body of inexplicable observations. Instead, it shows a system struggling with incomplete records. GREMLIN is designed to reduce that incompleteness.

The UAP Problem GREMLIN Is Built To Fix

The FY2024 dataset points toward a straightforward conclusion: the dominant obstacle in government UAP analysis is often evidence quality rather than evidence strangeness. Hundreds of reports moved toward ordinary explanations once adequate information was available, while hundreds of others remained open because the available record was insufficient for confident assessment. [Meritalk+2The Debrief]meritalk.comuap reports soar dod office receives 757 new sightingsUAP Reports Soar: DoD Office Receives 757 New SightingsNov 15, 2024 — “As of the publishing date of this report, all 174 cases ha…

Viewed through that lens, GREMLIN is less a detector of extraordinary objects than a system for preventing future cases from entering the active archive with critical information missing. Its value lies in generating complete, time-synchronised sensor packages that transform ambiguous sightings into analysable events.

The FY2024 case totals therefore reveal a practical lesson for both government UAP programmes and civilian automated detection efforts: better collection is often more important than more speculation. The largest unresolved category in the dataset is not “unknown technology.” It is “insufficient data.” U.S. Department of War+2Task & Purpose [media.defense.gov]media.defense.govFY24 CONSOLIDATED ANNUAL REPORT ON UAP 508Department of WarFiscal Year 2024 Consolidated Annual Report on…November 14, 2024 — 14 Nov 2024 — Without sufficient actionable data…Published: November 14, 2024
