Introduction

A short video of an unusual object in the sky is not, by itself, strong scientific evidence. For the Galileo Project’s observatory-based approach to unidentified anomalous phenomena (UAP), a candidate event becomes scientifically useful only when researchers can reconstruct exactly how the observation was produced: which sensors recorded it, how those sensors were calibrated, what software processed the data, and what assumptions entered the analysis. This complete record is known as provenance.

What Provenance Adds Beyond a Video Clip

A video answers only a narrow question: what appears on the screen. Provenance answers a much larger set of questions that determine whether the image can support a scientific claim.

For a Galileo candidate event, provenance can include:

  • Raw sensor outputs before later processing.
  • Time stamps and synchronisation records.
  • Camera settings such as exposure, gain and frame rate.
  • Environmental conditions at the time of detection.
  • Calibration files and instrument status records.
  • Software versions and processing workflows.
  • Information from other sensors observing the same event.

Without this chain of information, an apparent anomaly may be impossible to evaluate. A bright object could be a distant aircraft, a nearby insect, an optical reflection, a compression artefact, a tracking error or a genuinely unusual target. The image alone often cannot distinguish among these possibilities.

This concern is not unique to Galileo. NASA’s UAP study highlighted that sensor metadata is essential because it provides context about acquisition conditions, instrument characteristics and limitations. How Raw Data and Calibration Records Support Review

The Galileo Project’s observatory model is built around collecting data that can be independently reviewed rather than simply viewed. Calibration records are particularly important because they establish what the instrument was actually capable of measuring at the moment of the event.

Consider a hypothetical fast-moving target recorded by an infrared camera. To evaluate the observation, investigators need to know:

  • Whether the camera’s geometry was accurately calibrated.
  • Whether the pointing system was functioning correctly.
  • Whether the detector had known noise patterns.
  • Whether atmospheric conditions affected the signal.
  • Whether other sensors observed the same target.

Galileo’s published instrumentation work illustrates this philosophy. During commissioning of its all-sky infrared camera array, the project described calibration procedures that used known aircraft positions from ADS-B transponder data to establish reliable instrument performance. Raw data are equally important. Processed images may contain filtering, enhancement, object detection or machine-learning classifications. Those products can be useful, but scientific review requires access to the underlying observations so that independent researchers can determine whether the processing introduced distortions or assumptions.

The distinction mirrors broader scientific practice. In astronomy, particle physics and Earth observation, major claims are expected to be traceable back to original measurements. Galileo applies the same standard to UAP observations.

Why Traceability Changes the Burden of Evidence

Most public UAP debates begin with interpretation. Observers see an unusual image and immediately ask what it represents.

Provenance changes the order of operations.

Instead of starting with a claim and searching for support, investigators begin with a documented measurement chain and evaluate what explanations remain plausible. This shifts the burden of evidence from subjective interpretation to reproducible analysis.

A provenance-rich event allows reviewers to ask:

  • Can the measurement be reproduced from the stored data?
  • Can the object’s position and motion be independently calculated?
  • Were the instruments functioning normally?
  • Do multiple sensors support the same conclusion?
  • Could a known artefact explain the observation?

When these questions can be answered, confidence in the result increases regardless of whether the explanation is mundane or unusual.

Why Galileo Prioritises Its Own Data

This policy is sometimes misunderstood as dismissing eyewitness reports. In reality, it reflects a methodological choice. Most externally supplied footage arrives without a complete record of sensor settings, calibration state, processing history or environmental context. Even when the imagery is authentic, the evidential chain is often incomplete.

By collecting observations through its own observatories, Galileo can preserve provenance from the moment of acquisition. Every step—from detection to storage to analysis—can be documented and reviewed.

That approach aligns with a broader consensus emerging across scientific and governmental UAP investigations: unresolved cases often remain unresolved not because they are necessarily extraordinary, but because the information needed to evaluate them was never collected in the first place. A Candidate Event Is Only as Strong as Its Audit Trail

Within the Galileo observatory framework, provenance is not administrative paperwork attached to a detection. It is part of the detection itself.

A candidate event gains scientific value when investigators can reconstruct the complete path from photons arriving at a sensor to the final interpretation presented in a report. The more complete that audit trail, the easier it becomes to identify errors, rule out artefacts, compare results across observatories and allow independent scrutiny.

For a field long dominated by ambiguous clips and incomplete records, provenance is what turns a sighting into evidence. Galileo’s central wager is that if genuinely unusual aerial phenomena exist, the strongest case for them will come not from the most dramatic video, but from the observation whose origin, calibration and analysis can be traced step by step from beginning to end.
